The Institute for Car Market Research has studied data on the registration of transactions with passenger cars and is ready to share the results: how many used passenger cars were purchased in which regions of Ukraine on the domestic market, and the first registrations of used, imported and new cars were made.
Domestic market
In October 2025, activity in the passenger car market, both primary and secondary, was traditionally concentrated in the largest and richest regions of the country. But there are also a few surprises that deserve attention.

The absolute leader is resales through the Diya application : over 18 thousand transactions. This is almost a quarter of the entire domestic market, and confirmation that online car registration is no longer a “trick”, but the norm. In the classic regional ranking, the first place is after Kyiv (8.5 thousand), followed by Dnipropetrovsk, Odessa, Kyiv and Lviv regions.
The average regional peloton was led by Kharkiv, Vinnytsia and Khmelnytsia regions.
The smallest number of resales was recorded in Donetsk and Kherson regions — this is due to the proximity to hostilities and the temporary occupation of some territories. It should be noted that the open data of the Central Statistical Office of the Ministry of Internal Affairs does not include data from Luhansk region and Crimea.
First registrations of imported cars
In the segment of first registrations of used cars, Lviv region confidently leads — almost 3.8 thousand cars. The Lviv region has become a real "gateway" for imports, overtaking even the capital (3.1 thousand).
The top three also includes the Rivne region (1.8 thousand) — its consistently high position is explained by its proximity to the border, market activity, and a strong logistics network for racing.

Next come the Kyiv region, Dnipropetrovsk region, Volyn region, and Odessa region. Interestingly, Cherkasy region, Zhytomyr region, and Khmelnytsky region also remain at the same level, while Kharkiv, although not border region, demonstrates a significant demand for "freshly driven" cars.
New cars
In the category of new cars, Kyiv is literally unattainable — almost 40% of all sales in the country. Although it is worth recalling here that the capital is home to the bulk of the central offices of leasing companies and state and private firms, so some of these cars will be distributed to the regions after registration, although they will carry license plates with the AA index. Next is a big gap and already Dnipropetrovsk region (7.7%) and Kyiv region (6.5%). Lviv, Odessa, Kharkiv, Vinnytsia and Poltava — regions with the most stable consumer demand and a developed dealer network — are also included in the top ten.
An interesting fact: although the Rivne region leads in imports, it is almost at the very end of new cars (less than 1%). This once again emphasizes that each region has its own automotive balance between “fresh” and “time-tested.”
The car market remains a mirror of Ukraineʼs economic map: where there is solvency and stability, there are more new cars. Where there is strong logistics and access to the border, there are imports. And where people are used to acting quickly, there is also the rule of law.
At the same time, this mosaic is alive. Demand is changing, and consumer habits are too. But the main thing remains the same: Ukrainians, despite all the challenges, continue to buy cars, look for profitable options, and adapt to the new rules of the game.
