Electric vehicle market in Ukraine: results of October 2025

The total volume of the passenger electric vehicle segment as of October 2025 amounted to a record (once again) 13.3 thousand, which is 4.8% more than in September of this year, and 99.8% more than last yearʼs indicators of October 2024. Statistically, the trading volume has doubled over the year!

13,278 registered electric vehicles is another historical maximum for the Ukrainian market. The dynamics are influenced by three main factors: rising fuel prices, a general trend of increasing interest in electric vehicles, and the imminent VAT refund upon customs clearance, which, according to current legislation, should come into effect from January 1, 2026.

It is the latter factor that is apparently currently motivating Ukrainians the most to switch to electric cars: after all, in just a few months their cost will increase by almost a third. According to business analyst Ostap Novytsky, demand in this segment will grow by the end of the year — just in time for expectations regarding changes to tax legislation. At the same time, with the beginning of the new year, a short-term slump is predicted, which will last for several months, after which the market will enter a stabilization phase, and later — it will still return to growth, progress cannot be stopped.

At the same time, Novytskyi notes, it is important to understand that among all taxes, only VAT (value added tax, 20% of the estimated cost of the car) will be returned — because many media outlets and commentators on social networks reduce this to the generalized term "customs clearance". In fact, such components of this customs clearance as the duty remain zero, and the excise tax will operate at an actually preferential rate of 1 euro per 1 kWh of battery capacity, as it is now. Also, owners of passenger electric cars are exempt from paying a fee to the Pension Fund for the first registration. So yes — electric cars will become more expensive from the new year, but they will still remain the vehicle that is subject to the least amount of taxes upon import, the car market expert summed up, and added that in addition to tax benefits, owners of electric cars also have the opportunity to save on fuel.

Dynamics of the passenger electric vehicle market, 2024-2025, Ukraine

The structure of the segment according to the results of last month is as follows: the basis is imported electric cars with mileage, the share of such cars is 57.3%, or 7,596 units.

The second subsegment in terms of volume is domestic resales of BEV group vehicles, share 25.2%, quantity — 3,345 units.

New electric cars took up 17.5% of their group, in quantitative terms it is 2,337 units, and that once again raises the bar for this subsegment, because this is a new record for first-time registered new electric cars with a mark of over two thousand registrations.

Here is how the indicators for these subsegments have changed compared to previous periods:

  • Domestic resales: −10.5% MM, +35.8% YY
  • Used imports: +12.9% MM, +136.4% YY
  • New imports: +5.2% MM, +139.7% YY

Fantastic growth figures for imports of new and used electric vehicles, however, let us recall that there is a high probability that from the beginning of next year we will see more modest values in terms of volume increases in this section due to the reasons mentioned above.

Electric vehicle fleet in Ukraine

As of the end of October 2025, the electric vehicle fleet in Ukraine (excluding industrial electric vehicles, trolleybuses, rail vehicles and the “moto” group) is 203.8 thousand units. Most of it is passenger cars — 199.6 thousand. There are 4.2 thousand electric trucks, there are also several electric buses (9 pcs.).

Interestingly, the largest share of our electric car fleet is Tesla — 20.2%, although from the beginning of "electromobilization" until recently, Nissan was the leader, with a share of 18%. Volkswagen is third on this list with a share of 12.4%.

The average age in this segment of the park is 5.7 years, making it the youngest among all other segments.
