The Institute for Car Market Research has studied data on the registration of transactions with passenger cars and is ready to share the results: how many and in which regions of Ukraine were used passenger cars purchased on the domestic market, the first registrations of used imported cars, as well as new ones, were made. Due to the high volumes of these transactions in the city of Kyiv, the capital is shown separately in all subsequent calculations and diagrams.
Domestic market
In August 2025, a total of 75 thousand purchase and sale transactions for passenger cars were registered by the service centers of the Ministry of Internal Affairs. The largest number, and, accordingly, the share here, was in the Kyiv region — over 23%. There were also many resales in the capital itself — almost 13%. The third place in terms of volume was in the Dnipropetrovsk region — almost 8% of transactions.
The smallest number of resales was recorded in Donetsk and Kherson regions — this is due to the proximity to hostilities and the temporary occupation of part of the territories of these regions. It is also worth noting that there is still no data from Luhansk region and, therefore, Crimea.
First registrations of imported cars
According to the results of last month, for the first time, Ukrainian documents and license plates were issued for 22.3 thousand used cars that arrived in our country from abroad and passed customs clearance.

The largest number of "freshly imported" cars was submitted for first registration in the Lviv region — which can be explained by the proximity to the border with Poland and the presence in the region of a considerable number of businesses that sell cars both from Europe and now from other countries — the USA, China or Korea, since instead of Odessa, cars now arrive by sea to European ports, from where they often continue to the Lviv region.
The city of Kyiv is not far behind the leader — a significant population is the basis for stable demand for motor vehicles, including new arrivals. The gap between the following regions from the two leaders is significant — more than twice.
The lowest demand for cars from abroad was in Donetsk and Kherson regions, due to the reasons mentioned in the previous section.
New cars
In August 2025, Ukrainians and local enterprises purchased 6.9 thousand new passenger cars. Almost 42% of this volume fell on the capital — there are the most buyers of new passenger cars. But not only this affects such statistical results — many car dealerships and leasing companies are also concentrated in Kyiv, which can register cars in their name, but in fact this car can be operated elsewhere.
Also among the leaders is Kyiv region with a very similar result to Dnipropetrovsk region and a share of 7.3%. In addition to these regions, Odessa and Lviv regions can also be considered as those with a relatively active market for new passenger cars.
The lowest activity in new car registrations, for already known reasons, was recorded in the Kherson and Donetsk regions.
