Car sales in Diya. How popular is this service now?

The seller and buyer no longer have to go to the service center of the Ministry of Internal Affairs to submit original documents, obtain a new registration certificate or license plates — now all this can be done remotely through Diya. The procedure for an expert inspection of the vehicle is also no longer mandatory: from now on it is optional and depends on the wishes of the parties. However, as statistics show, many Ukrainian drivers are still suspicious of digital services and prefer proven "wet" seals on paper.

Specialists of the Institute for Car Market Research, based on open data from the State Center of the Ministry of Internal Affairs, studied the statistics of the use of the car sales service in Diia from May 2024 to May 2025 and are ready to share the results of this study.

With the help of the Act, you can re-register a passenger car, motorcycle or moped. Provided that this is the first (and only) sale of one of the mentioned vehicles in the year, otherwise there is an obligation to pay tax on this transaction, which is not yet administered in the Act, so for the second and subsequent sales you should contact the TSC. These three categories are included in all numerical data from now on.

May 2024 — May 2025

With the exception of two periods, namely May last year, when there was a wave of intensive vehicle re-registrations, and December-January, when, due to a cyberattack, vehicle re-registration services were unavailable for about 30 days, in other periods, the number and shares of both options (physical visit to the TSC and registration at the Diya) remained at relatively stable levels with minor fluctuations.

On average, during the period indicated in the diagram, about 79.5% of car re-registrations took place through a classic visit to the Ministry of Internal Affairs service center, and 20.5% through Diya. In general, the share of remote registration of car sales since the launch of the service has ranged from 15% to 25%. And, as we can see, it is not growing further.

Most often, Ukrainians used the service to sell cars — 92.1%, 7.7% — to re-register motorcycles, and only 0.2% — mopeds.
