Bill No. 13351 has been registered in the Verkhovna Rada. It proposes to extend the preferential regime for the import of electric vehicles for another year — until January 1, 2027. This concerns the VAT exemption, which is currently in effect.
As of June 2025, there are over 160,000 electric vehicles in Ukraine, which is almost 1.5% of the entire car fleet. This is already a significant market segment.
What are the chances?
Despite the registration of the document proposing the extension of the benefit, there is also an opposing position — in particular, from the head of the tax committee, Danylo Getmantsev. He previously stated : "The benefits for electric vehicles will be valid for another year (i.e. until December 31, 2025 — ed. note) and they will not be touched, but an extension is not planned . This is a consolidated position."
Thus, we have two vectors — the legislative initiative of Dmytro Razumkov and the public position of the head of the relevant committee.
Whatʼs next?
Next, the bill will go through the regulatory procedure — consideration in committees and, if included in the agenda, a vote in the session hall. Until then, uncertainty remains : businesses cannot forecast volumes, buyers cannot plan costs, and infrastructure projects cannot predict the pace of development.
