Analysts of the Institute of Car Market Research have summarized the results of trading on the Ukrainian car market in the passenger car segment by individual regions and the city of Kyiv. Activity will be considered in three segments: the domestic market (resales), imports of used passenger cars, and first registrations of new cars.
Domestic market
In the domestic market, during the first quarter of 2025, the service centers of the Ministry of Internal Affairs registered almost 213 thousand transactions for the purchase and sale of used cars. This is 17.5% less compared to the results of the first quarter of last year.

The highest activity in this segment has traditionally been observed in the Kyiv region and the city of Kyiv. Dnipropetrovsk region also entered the top three this time, with a slight gap from Lviv.
Two regions emerged as statistical outsiders with a pronounced result: Donetsk and Kherson, due to partial occupation and proximity to the front line. Data from the Autonomous Republic of Crimea and Luhansk regions are still missing.
Import of used cars
In the first quarter of 2025 , 52.2 thousand used passenger cars imported from abroad were submitted for first registration. This figure is 11.6% lower compared to the same period in 2024. For more details, including a rating of brands and models, read in a separate review.
Due to its proximity to the western border and a fairly developed automotive business, the Lviv region is leading in the "drive", even losing to Kyiv, which is in second place here. The third place in terms of the volume of first registrations of used cars in the first quarter of 2025 went to the Kyiv region.
The lowest indicators for this period, as in the previous section, are in Donetsk and Kherson regions.
New car market
During the first quarter of 2025, Ukrainians and local enterprises purchased 14.3 thousand new passenger cars. Compared to the first quarter of 2024, this is 16.5% less.
In total, in January-March, dealers sold an average of about 4.8 thousand new cars each month. Which is less than in the same period last year, when about 5.7 thousand new cars left car dealerships each month.

In this part of the car market, the capital is confidently leading, for several reasons: a considerable number of people, businesses and government agencies with their own fleets, as well as leasing companies that register vehicles for themselves. The second place in terms of volumes is in Kyiv region, and the third is in Dnipropetrovsk region.
And here too, Kherson and Donetsk regions show the lowest results, for the reasons already mentioned.
