
Technical inspection instead of certification. What else is proposed to be changed in the Ministry of Development?
On the official website of the Ministry of Community and Territorial Development (recall that this complex name hides the former Ministry of Infrastructure, which was previously called quite understandably the Ministry of Transport), a notice appeared about the publication of a draft law that may change some rules for motorists. We are studying what the aforementioned department is proposing.
Inspection instead of certification
It is known that now, before the first registration of an imported vehicle, it should be certified — a procedure similar to technical inspection, but with a different name. According to the proposal from the document, before the first registration, a mandatory technical inspection should be carried out for all types of vehicles, and if the car fully complies with the requirements, instead of a certificate, a protocol on passing the technical inspection should be submitted to the SC of the Ministry of Internal Affairs.
At the same time, the mandatory and regularity of technical inspections does not change, in other words, if there is currently no requirement for regular technical inspections for private cars, this project will not create one.

20 years — red light
Vehicles imported into Ukraine, according to the authors of the project, should be no older than 20 years. Regardless of what requirements for compliance with Euro standards are established for certain vehicles. This could theoretically affect passenger cars, which can now be imported with Euro-2, which was introduced in 1995, which sets a maximum age of up to 30 years.
However, in practice, due to old age, high customs duties and unpopularity on the market, virtually no one imports cars of this age. The share of imported cars manufactured from 2005 to 1995 inclusive as of January 2025 was 4.6%, so the fragment from the explanatory note to the project, which states that "as a result, the car fleet is rapidly aging and its negative impact on the environment and the health of citizens is increasing," looks like an exaggeration with such a share of cars over 20 years old. This is also confirmed by the fact that the share of imported used cars up to 10 years old inclusive is 61.2%, and in general, the average age of "imported" cars is 9.5 years.
New is the Euro. Used is the calendar.
According to the proposal from the project, only new vehicles must meet environmental standards upon first registration. Everything is according to the calendar: first "Euro-5", then, from 1.01.2027 — "Euro-6". The following standards have not yet been developed. But used vehicles must meet only the requirement from the previous point — to be no more than 20 years old.
30 years — green light
If a certain car model is no longer produced, but it is serviceable and is 30 years or more old, it will be possible to import it in accordance with the rules of the law "On the Import of Cultural Property". At the same time, the requirements for compliance with environmental standards for such a car will not apply for the first registration. This means that retro cars can be imported and registered, finally driven on the roads, and also "legalize" those that were imported earlier, but are still considered only exhibits, not vehicles.
1 year for everything
According to the final provisions of the project, if it is adopted, these norms will come into effect 1 year after its official publication as a law. And before that, a public discussion will last for another month, which everyone can join on the MRGtTU page. Then, probably, registration in the Verkhovna Rada and all the stages of consideration and voting provided for by the regulations.
