A group of peopleʼs deputies registered two draft laws in the Verkhovna Rada: No. 13058 and No. 13059 , which (if they become laws) may introduce certain changes to the Customs and Tax Codes regarding privileges for customs clearance of vehicles for certain categories of citizens and under certain conditions. Letʼs examine what these documents contain.
What vehicles can be subject to preferential customs clearance, which means zero rates of customs duty, excise duty, and VAT, according to the proposal of the authors of the aforementioned documents, passenger cars, their bodies, trailers and semi-trailers, motorcycles, buses, and trucks will be subject to preferential customs clearance, which means zero rates of customs duty, excise duty, and VAT.
How many vehicles can be imported with «zero customs clearance»? One vehicle.
Who can take advantage of such benefits? Citizens who have the status of a person with a disability as a result of the war, as well as those who are participants in hostilities, who were injured as a result of participating in measures to ensure national security and defense, repel and deter military aggression against Ukraine. Also, one vehicle can be imported by an individual who has officially transferred his or her own vehicle to a military unit.
Which vehicles will not be subject to benefits? Vehicles originating from or imported from a country recognized as an occupying power or aggressor against Ukraine in accordance with the legislation, or imported from the occupied territory of Ukraine.
For what period is it proposed to establish «zero customs clearance»? Zero rates on excise duty and VAT will be in effect from the date these projects acquire the status of laws, and until December 31 of the year following the year in which martial law is terminated or abolished. Exemption from customs duty will be in effect until the termination of martial law.
As always, we would like to remind you that in order for this initiative to be implemented, projects must go through all the stages stipulated by the regulations, collect the required number of votes «in favor» in at least two readings in the session hall of the Parliament, receive the Presidentʼs signature, and be published in the official publication. And for now, these are only projects with the status «registered, submitted for review.»
