The government has changed some rules regarding drivers. Whatʼs new?

On January 21, 2025, the Cabinet of Ministers approved amendments to the Resolution of the Cabinet of Ministers of Ukraine dated May 8, 1993 No. 340 “On Approval of the Regulations on the Procedure for Issuing Driverʼs Licenses and Allowing Citizens to Drive Vehicles” and to the Resolution of the Cabinet of Ministers of Ukraine dated September 7, 1998 No. 1388 “On Approval of the Procedure for State Registration (Re-Registration), Deregistration of Automobiles, Buses, as Well as Self-Propelled Vehicles Built on the Chassis of Automobiles, Motorcycles of All Types, Makes and Models, Trailers, Semi-Trailers, Motorized Strollers, Other Equivalent Vehicles and Mopeds,” the Communications Department of the Ministry of Internal Affairs reports.

Postal service — optional

Six months after the official publication of the document (approximately in July 2025), drivers and car owners will have the opportunity to choose a postal operator that will deliver, at the request of the person and for an additional fee, the driverʼs license, vehicle registration certificate and license plates (if issued). Until now, the right to such services was exclusively with the joint-stock company "Ukrposhta".

Deregistration of a vehicle is returned

However, do not rush to conclusions — the procedure for re-registration of cars remains unchanged. The deregistration service, which before the changes was available only for scrapping a vehicle or when taking it abroad forever, will now be available as an option if the car is temporarily not in use. According to information from the Ministry of Internal Affairs, this will allow concluding civil liability insurance contracts (" autocivilka ") for shorter terms — from 15 days to five months, which will facilitate the procedure for those who use vehicles seasonally or for other reasons do not use them temporarily.
