After a pause of exactly one month, the service centers of the Ministry of Internal Affairs have resumed providing the service of re-registration of used vehicles. It is clear that during this time the queue of those who wanted to buy or sell a car has accumulated quite a lot — according to the experts of the Institute of Car Market Research, taking into account all factors, there are now about 70 thousand potential pending applications to the TSC for re-registration of cars.
How to act in such a situation, if there could potentially be long queues even for coupons for the reissue service?
To begin with, it is worth examining the historical events for which we have data. In particular, there have already been two similar interruptions with re-registrations and it is known what followed them. The first such interruption occurred in 2020, when all TSCs were closed due to quarantine restrictions due to the spread of the Covid-19 virus. The second time was in 2022, in February, due to the Russian Federationʼs attack on Ukraine. In the first days of the full-scale car auction, there was no time for car sales.
The diagrams show how demand grew after the suspension of services, and how it returned to average values. However, it is worth clarifying that in the first case there was a more rapid "closing" of the deferred demand, because in just a few days of May more re-registrations were recorded than usually occurs in half a month. In total, all this stretched out for 3 months in 2020, after which the trading volumes on the secondary car market returned to average values.
The picture is somewhat different in 2022 — the recovery there is much slower and without jumps, most citizens did not feel like buying or selling (except in urgent circumstances). Then the forcibly postponed demand dissolved in the following months without sharp statistical jumps.
And what record?
Having raised archival data, we determined that the nearest record in the number of re-registrations (only them, without taking into account donations or other services) was in May 2024 — then in total, the service centers of the Ministry of Internal Affairs passed through themselves more than 184 thousand such operations with all types of vehicles. Daily statistics are as follows: the maximum volume of operations fell on May 16 (9039 pcs.) and May 15 (8963 pcs.). The least number of re-registrations was 5500 cars per day (not counting "special days" when services are available only in certain TSCs, other weekends).
Will we have time now?
According to information from the State Registration Center of the Ministry of Internal Affairs, posted on Facebook on January 21 , "the first 4 thousand citizens were able to receive the long-awaited certificate and license plates. But currently the number of citizens who need the service exceeds the throughput capacity of the service centers of the Ministry of Internal Affairs. Therefore, due to the great excitement, delays in service or interruptions in the work of the registers are possible." We do not know what the current state of affairs is in the State Registration Center with the number of employees, on which the throughput of the entire system physically depends, but we know that a few months ago, when there was a "boom of re-registrations" of vehicles (due to changes in the rules for its mobilization), it was possible to re-register from 5.5 to 9 thousand vehicles per day.
Under normal load (without factors that sharply increase the frequency of re-registrations), about 4 thousand applications for re-registration pass through all the TSCs of the Ministry of Internal Affairs every day. If we conditionally spread out all the applications that are currently pending (recall, according to the IDA, this is about 70 thousand) — the daily load will increase by 2.8 thousand. That is, in total, about 6.8 thousand cars will have to be re-registered every day to eliminate the queue that formed in December-January. This is more than usual, and, most likely, the load will decrease proportionally over time, as in previous similar times. In the end, one way or another, the electronic queue will regulate it.
How to reissue if there are no coupons?
The best option for this, according to experts from the Institute of Car Market Research, is to use the remote car registration service in Diia, if the transaction meets all the requirements. This will free the buyer and seller from the need to pre-register in the electronic queue, wait for free dates/hours, and physically visit the TSC. Although it is clear that there will be increased demand here as well, which may lead to an increase in the time for confirming the transaction.
