The Cabinet of Ministers of Ukraine has amended the Procedure for State Registration of Vehicles, as well as the Procedure for Trade in Vehicles and Their Parts with Identification Numbers. The amendments are aimed at implementing Law No. 4149-IX and are designed to make car sales more transparent and convenient for business.
The main innovation: entrepreneurs are no longer required to re-register cars in their own name before further sale. This is especially important for companies operating in the wholesale or retail trade of transport.
What does this mean for the auto business?
Until now, the car sales scheme involved an extra step: in order to legally resell a car, companies first had to register it as their own. This took time, money, and created an unnecessary burden on service centers.
Now everything has been simplified: if the car is already registered, re-registration as an entrepreneur is not required. He can sell the car further without changing the formal owner at an intermediate stage.
For car dealerships and venues, this means:
- Less costs for service centers.
- Faster turnover of goods.
- Less bureaucracy.
Another change is the database of registered sellers
The information and search system for recording entities trading in vehicles has also undergone changes. In fact, it was renamed and formalized as an official database, which stores information about companies that have the right to trade in vehicles and spare parts with VIN numbers.
This will allow:
- quickly check the availability of permits and the legality of the sellerʼs activities;
- ensure market transparency for consumers and the state.
Why is this important for the market?
The Ukrainian car market has been changing towards civilized trade in recent years. These changes are another step towards simplification and digitalization. They lower the threshold of entry for small businesses, reduce gray schemes and increase the speed of customer service. From now on, there is no need to look for roundabout schemes for placing a car on the site (disguising activities as parking services, information and consulting, etc.), but to trade in vehicles directly, without the stage of intermediate registration for yourself.
