"Euro-6" in Ukraine is proposed to be postponed, but not for everyone

After the recent publication of the Institute of Car Market Research, in which our experts reviewed the upcoming planned changes (among which the introduction of the Euro-6 eco-standard from January 1, 2025), there was a reaction from the legislators — draft law No. 12267 .

This document provides for the postponement of the introduction of the Euro-6 eco-standard for a number of vehicles subject to first registration in Ukraine to January 1, 2027. However, for new passenger cars, it is still proposed to leave the current option — from January 1, 2025.

So, what will the calendar of introduction (and valid) "Euro" look like for different groups of vehicles, if the described project becomes a law:

  • "Euro-6"

Introduced on January 1, 2025 for new passenger cars.

Introduced on January 1, 2027 for new and used tractors for semi-trailers, trucks, special equipment and buses.

  • "Euro-5"

Continues to be valid until 31.12.2024 for new passenger cars.

Continues to be valid until 31.12.2026 for new and used tractors for semi-trailers, trucks, special equipment, buses.

  • "Euro-2"

Remains valid for used passenger cars, without specified terms.

Based on the type of vehicles, we get the following: for used cars, everything remains unchanged. For new passenger cars "Euro-6" from the new year. For new and used tractors for semi-trailers, trucks, special equipment and buses, "Euro-5" remains until the end of 2026, then "Euro-6" will be introduced.

According to the explanatory note to the project, "Today, the average age of vehicles in Ukraine is about 19-20 years. And this means that the cars operated in Ukraine actually meet Euro-2 — Euro-4 environmental standards. At the same time, to expect an increase in the environmental level of the fleet of vehicles by renewing them with new cars during the war is very doubtful due to the low solvent demand, war risks and the inevitable increase in the cost of new vehicles."

It is difficult to disagree with this, because the solvency of Ukrainian buyers is really not the highest in Europe, so the introduction of the latest environmental standard now would inevitably lead to the stagnation of the car market and related businesses, and the forced maintenance of relatively old cars would have a negative impact on the environment and road safety. The team of the Institute of Car Market Research supports this initiative as a practical and compromise solution under the current conditions.

Considering the fact that the list of authors of this document includes as many as 55 peopleʼs deputies, the probability that it will become a law can be defined as high, and it may happen this year.
