Experts of the Car Market Research Institute analyzed the statistics of registration operations in September 2024 and determined the state of affairs on the used car market in Ukraine.
During September, a total of 93,800 first registrations and sales agreements concluded within the country for used passenger cars were recorded. This is 13.7% less than in the same month of last year 2023, and 20.5% less than in August 2024.
Sales agreements on the domestic market predominate: 82.7% of passenger cars with mileage were purchased domestically. In quantitative terms, this is 77.6 thousand. The share of imported cars with mileage from abroad amounted to 17.3%, or 16.2 thousand.
Internal resales
On the domestic market during August, service centers of the Ministry of Internal Affairs registered 77,600 agreements for the sale of used cars. This is 14.4% less than in September 2023, and also 11% less than in August 2024.
As the specialists of the Institute of Car Market Research have repeatedly mentioned, the domestic market is inextricably linked with the import segment: more "servitude" means more active bidding on the "secondary market". Conversely, the fewer cars newly arrived from abroad, the smaller the number of sales transactions within the country.
Accordingly, the decrease in indicators in September in both sub-segments of the secondary market is related to the August sales peak, which was caused by the information wave about the probable increase in taxes on the first registration of cars. Part of the buyers (about a third) in these circumstances accelerated the adoption (and implementation) of decisions regarding the purchase of cars, that is, they actually moved them from September-October to the end of summer. Which ultimately led to a "slump" in September, which after 1-2 months will be replaced by an exit to average statistical values for the secondary market.
The largest number of registration transactions on the domestic market traditionally took place in the Kyiv region (16,300) and the city of Kyiv (10,000). Dnipropetrovsk region is also in the top three for resales with a total of 5,600 sales transactions.
Import of used cars
In August 2024, 16,200 used cars imported from abroad were submitted for first registration. This indicator is 24.6% lower than it was in September 2023, and significantly lower than the one a month earlier — by 40.7%.
The reason is described in the previous section: because more cars were bought in August under the influence of "artificial stimulation", it is expected that fewer first registrations took place (and will take place) in subsequent periods.

Like last month, the most actively registered used cars brought from abroad were in Lviv region (2.2 thousand first registrations), Kyiv city (2 thousand) and Kyiv region (1.1 thousand).
It is worth noting that the number of imported cars refers to the number of first registrations carried out by service centers of the Ministry of Internal Affairs. Usually, there is a certain amount of time between the delivery of the car, customs clearance, completion of other formalities and the first state registration — from several days to several months.
