The chairman of the working group voiced virtually all the ideas of the bill, which we published yesterday: the replacement of all taxes with a single payment, which will depend on the price of the car at the time of manufacture.
Previously imported "Eurobonds" are offered to installment of existing payments for 36 months, and those who want to clear customs immediately — a 25% discount for 3 months.
Defenders of Ukraine, who can confirm their stay in the combat zone at the time of "preferential" customs clearance in 2018-2019, are offered a 50% discount.
They also offer benefits to those who are in line to receive a car: "zero" taxes, provided you leave such a queue.
The head of the working group sees a reduction in customs clearance as possible by only a third, and this is gradual over 5 years.
The Ministry of Finance is against all initiatives. In fact, the Deputy Minister of Finance listed in the working group all the common myths about used cars: "old metal", ecology, recycling, "hole" in the budget and much more.
There was a mention of the environmental tax that can be imposed on imported cars of environmental standard below "Euro-4".
The head of the working group stressed several times that the decision on customs clearance should also take into account the minimization of corruption. Namely — the determination of customs value is not subjectively by customs officers, but by means of a formula.
The discussion sometimes took place in high tones. Obviously, there is no single solution. Most likely, we will have a long process of discussions and development of the final version of the bill.
Interestingly, in the process of the working group it became known about two non-public working groups that were held recently, and where not even all MPs were involved.
The chairman of the working group, Oleksandr Kovalchuk, predicts the final decision of the committee in a few weeks.
