The domestic market in July: indicators have normalized, but they are still "rewriting" a little

Experts of the Institute of Car Market Research analyzed the statistics of registration operations in July 2024 and determined the state of affairs in the used car market in Ukraine.

During July, a total of 125,700 first registrations and sales agreements concluded within the country for used passenger cars were recorded. This is 24.1% more than in the same period of last year 2023, and 6.7% more than in June 2024.

Purchase and sale agreements on the domestic market predominate: 83.8% of passenger cars with mileage were purchased (some were simply reissued to other close persons) within the country. In quantitative terms, this is 105.3 thousand. The share of imported cars with mileage from abroad amounted to 16.2%, or 20.3 thousand.

Internal resales

On the domestic market during July, service centers of the Ministry of Internal Affairs registered 105,300 agreements for the sale of used cars. This is 27.2% more than in July 2023, and 6.3% more than in June 2024. After the recent statistical "records" caused by the "rewriting" of motor vehicles in connection with the acquisition of new rules for the mobilization (removal for the needs of the Armed Forces) of cars from private owners, it can be seen how the volume of re-registrations is returning to more familiar indicators.

However, these numbers are still not "pure statistics", since parallel indicators show that not all trade operations are still trading — "rewriting" is ongoing. For example, the number of officially donated cars in July amounted to 3.4 thousand, which is more than for the whole of 2023, when a total of 3.2 thousand such transactions were recorded. At the same time, the dynamics of the normalization of indicators suggests that soon the share of cars that changed legal owners without actual sales, will approach zero.

The largest number of registration transactions on the domestic market were recorded in the Kyiv region (31.5 thousand) and the city of Kyiv (12.4 thousand).

Dnipropetrovsk region is in third place (8.5 thousand), Lviv region is fourth with a total of 8.2 thousand, Odesa region is fifth with the result of 7.3 thousand sales transactions registered by service centers of the Ministry of Internal Affairs.

The smallest number of agreements was concluded in regions whose territories are partially temporarily occupied or where active hostilities are taking place: in Kherson (447 agreements) and Donetsk (831 agreements) regions. Chernihiv (2,167 deals), Kirovohrad (2,226 deals) and Mykolaiv (22,459 deals) regions are also among the regions with the lowest number of resales of used cars. Regarding the activity of the territorial service centers of the Ministry of Internal Affairs of the Luhansk region, this time there are zeros in the reports again.

Import of used cars

In July 2024 , 20,300 used cars imported from abroad were submitted for first registration. Unlike the previous section, there were no significant jumps or dips in the "enslavement" segment — no more than natural volume fluctuations within the usual limits. In particular, this indicator is 10.2% higher than it was in July 2023, and also slightly higher than a month earlier — by 8.3%.

Like last month, the most actively registered used cars imported from abroad were in Lviv region (2.8 thousand first registrations), Kyiv city (2.3 thousand) and Kyiv region (1.6 thousand).

Rivne (1.4 thousand) and Dnipropetrovsk (1.2 thousand) regions were also among the five most active regions.

Kherson (27), Donetsk (55), Mykolayiv (269), Kirovohrad (280), and Zaporizhia (315) regions registered the fewest "freshly driven" cars.

It is worth noting that the number of imported cars refers to the number of first registrations carried out by service centers of the Ministry of Internal Affairs. Usually, there is a certain amount of time between the delivery of the car, customs clearance, completion of other formalities and the first state registration — from several days to several months.
