Car re-registration in Diya: the service is used, but interest in it is decreasing

At the end of last year, a new service — re-registration of motor vehicles in Diya — became operational in Ukraine. The seller and the buyer now do not have to contact the service center of the Ministry of Internal Affairs to submit the original documents and get a new vehicle registration certificate and number plates there. Also included in the optional category is the service of an expert inspection of cars — you can use it when reselling a car at your own request, but not necessarily, as it was before.

Specialists of the Institute of Car Market Research, based on open data of the GSC of the Ministry of Internal Affairs, studied the statistics of the use of the car sales service in Diya, the order of new license plates during the first quarter of 2024, and are ready to share the results of this research.

With the help of Diya, you can reissue a car, motorcycle or moped. Provided that this is the first (and only) sale of any of the mentioned TK in the year, because otherwise there is an obligation to pay tax on this transaction, which is not yet administered in Diya, therefore, for the second and subsequent sales, you should contact the Ministry of Internal Affairs.

During the first quarter, a total of 263,300 purchase and sale agreements were concluded for the specified types of vehicles. Including those framed in Diya.

The remote service was used 30.6 thousand times, which is 11.6% of the total number of all agreements concluded for cars, mopeds and motorcycles in the first three months of 2024.

The buyer, who registers a car in Diya, has the option of leaving the license plates of the previous owner (except for those that belong to the paid category, with separate combinations of numbers — 1234, 7777, etc.), or order new plates, for which a digital combination is also possible to select (selection service is paid additionally). So, out of these more than 30,000 buyers, almost 5,000 Action users ordered new license plates that will be delivered to the specified "Ukrposhta" branch. The plates will have the index "DI".

Passenger cars were most often reissued in Diya (95.5%). Motorcycles received a share of 4.4%, the fewest remotely concluded purchase and sale agreements were for mopeds, only 0.1%.

The general picture in terms of age, brands and models of motor vehicles, the sale of which was registered in Diya, repeats the picture of the domestic market, respectively, on a slightly reduced scale.

Interestingly, and somewhat paradoxically, the overall popularity of this convenient and innovative service is declining. In January, the share of sales processed with the help of Diya was 12.5% (recall that only those categories that can be reprocessed remotely are taken into account), in February it was 11.8%, and in March it was 10.6%. Usually, such new services gain more popularity over time, but here the statistics show the opposite.

Perhaps this is influenced by refusals, of which, as the head of the Main Service Center of the Ministry of Internal Affairs, Mykola Rudyk, reported, there are quite a few: "Quite often, citizens receive an online refusal to receive a service. The main reasons can be unpaid fines, enforcement proceedings, or, for example, arrears of alimony." Also, the head of the GSC added that "Work is currently underway to improve the functionality, so that citizens receive automatic messages with specific reasons for refusal, and where to turn in such cases."

Also, the popularity may decrease due to the fact that the novelty of the service is disappearing, it was first actively used by "enthusiasts", as well as some people who could not redo the car in a different way — for example, those who were abroad. In addition, the lack of awareness of motorists and the saturation of the application with various services, which are increasing every time, and among them, accordingly, it is more difficult to come across the desired service, can also contribute.
