Experts of the Car Market Research Institute analyzed the statistics of registration operations in December 2023 and determined the state of affairs on the used car market in Ukraine.
In December, Ukrainians purchased a total of 95,800 used cars. This is 12% more than in the same period last year, but 5.9% less than in November 2023.
Sales agreements on the domestic market predominate: 76% of passenger cars with mileage were purchased domestically. In quantitative terms, this is 72.8 thousand. The share of imported cars with mileage from abroad increased again and amounted to 24% (22.9 thousand), although this is 514 cars less than was imported a month earlier.
Internal resales
In the domestic market during the 12 months of the current year, Ukrainians concluded 72.8 thousand agreements for the sale of used cars. This is 4.9% more than in December 2022, and 7.1% less than in November 2023.
The largest number of registration transactions on the domestic market was recorded in the city of Kyiv: 11.7 thousand. In the second and third places, respectively, are the Kyiv and Lviv regions, with a total of 7.7 and 7.5 thousand purchase and sale agreements.
Dnipropetrovsk (4th place, 7.4 thousand) and Odesa (5th place, 6.4 thousand) regions also entered the Top-5 most active regions in terms of domestic resale of used cars.
December became the first place in which the possibility of remote re-registration of cars was created in the Diya application or the driverʼs electronic cabinet. 1,440 sellers of used cars, 62 owners of motorcycles have already taken advantage of this opportunity, 1 moped was also reissued, and (although this was not foreseen by the developers) — 1 truck. In general , 2% of car owners used this new service from the state, but we should not forget that the functionality became available not at the beginning of December, but from its 20th, so it is quite fair to predict that this share will grow every month. It should be noted that the list of brands and models, as well as the age picture of cars restyled through the Action, is no different from the general market picture. That is, the age or price of the car does not matter — at least, this is evidenced by the statistics of the first remote car re-registrations in Ukraine.
The smallest number of agreements was concluded in regions whose territories are partially temporarily occupied or where active hostilities are taking place: in Luhansk (587 agreements) and Donetsk (998 agreements) regions. Chernihiv (1,984 deals), Mykolaiv (2,046 deals) and Kirovohrad (2,289 deals) regions were also among the regions with the lowest number of used car sales.
Import of used cars
In December 2023, 22,900 used cars imported from abroad were registered for the first time. This figure is significantly higher ( by 42.3%) than in December 2022, but slightly lower than a month earlier — by 2 .2%.
Like last month, used cars from abroad were most actively registered in Lviv region (2.8 thousand first registrations), Kyiv city (2.5 thousand) and Kyiv region (1.7 thousand).
Vinnytsia (1.7 thousand) and Rivne (1.4 thousand) regions were also among the five most active regions in December.
Donetsk (92), Luhansk (199), Mykolaiv (229), Kirovohrad (311) and Chernihiv (322) regions registered the fewest "freshly driven" cars.
It is worth noting that the number of imported cars refers to the number of first registrations carried out by service centers of the Ministry of Internal Affairs. Usually, there is a certain amount of time between the delivery of the car, customs clearance, completion of other formalities and the first state registration — from several days to several months. It is known that the blockade of the Polish-Ukrainian border by the so-called "activists" is still ongoing, which effectively paralyzed the movement of goods by road transport. And despite the stopped aviation, the seaports blocked by the occupiers and the incompatibility of our railway with the European one, road transport is the only way that remains available for the delivery of goods, including cars.
Recently, another circumstance was added — a thorough check of documents at the borders of male drivers who are potentially subject to mobilization. This leads to an increase in the waiting time of carriers in queues, and in some cases to the refusal of individual drivers to pass through the border.
The listed circumstances may lead to a noticeable decrease in the number of first registrations in the following reporting periods, accordingly, the shortage of "freshly driven" cars will grow, as will their market prices, as well as the cost of "turnkey car driving" services.
