Since December 1, the rules for the import of humanitarian aid have changed. How to bring a car of the ZSU now?

As of today, the rules for declaring and passing humanitarian aid, including cars for the Armed Forces, have changed. The Institute of Car Market Research talked with volunteers of the Volyn Humanitarian Initiative NGO and Levko Prokipchuk, an expert on the practical application of customs legislation of the Association of Professional Customs Brokers, and formulated practical tips that will help you not to be delayed for a long time at checkpoints.

First. Any humanitarian cargo can now be registered exclusively for a charitable organization that is included in the Unified register of rubber aid recipients. Therefore, you should make sure in advance that your organization (or on behalf of which you act as a volunteer) is in the mentioned register.

You can get a registration number in the Register in two ways: with the help of an electronic digital signature or by carrying out the authorization procedure by the Ministry of Social Policy.

The first method is available only to authorized persons of the recipient of rubber assistance who have an electronic signature of the organization. Attempts to independently enter data into the Register "on the go" only lead to an overload of the system, the volunteers note.

The second method is possible without an electronic digital signature in automatic mode. It is necessary to enter data about the organization into the system, upload electronic copies of documents and receive the beneficiary number automatically. This method was intended for foreign organizations, but it can also be used by Ukrainian NGOs and foundations, says Levko Prokipchuk.

Second. To register the cargo and/or the vehicle, you need to submit an updated form of the customs declaration, in which a separate item has appeared to indicate the number of the recipient of the tire subsidy. This can be done both in paper form and electronically. However, the last option currently works only in theory — on the first day of the new rules, the state online service failed and was temporarily unavailable.

The third. From now on, vehicles can be imported only for the benefit of the Armed Forces of Ukraine. Public organizations and charitable foundations lost the possibility of simplified registration of machines for their own use (statutory purposes). Now in the column of the customs declaration, next to the recipient of humanitarian aid, it is necessary to indicate that the vehicle is being imported for further transfer to the Armed Forces, and this is enough for registration, says Levko Prokipchuk.

But within 90 days, the organization is obliged to hand over such "humanitarian" vehicles to one of the military units, drawing up an act of acceptance and handing over and reporting on it, the expert emphasizes. If draft law 9111 of March 16, 2023, which is currently sent to the President for his signature, enters into force, it will be possible to transfer a car imported by a non-governmental organization or fund to a specific military serviceman or individual. If not, it will have to be transferred to the military unit.

The fourth. The simplified declaration mechanism — that is, the submission of a paper customs declaration directly at the checkpoint — will be valid only until April 1, 2024. After this date, it will be possible to bring humanitarian cargo only with a previously submitted electronic declaration.

In the rest, the process of buying and importing cars for the Armed Forces remained unchanged.
