Imports have increased again, the domestic market is slowing down. Results of November

Experts of the Institute of Car Market Research analyzed the statistics of registration operations in November 2023 and determined the state of affairs with sales of used cars in Ukraine.

In November, Ukrainians bought a total of 101.8 thousand used cars. This is 20.5% more than in the same period of last year 2022, and 1.7% less than in October 2023.

Traditionally, purchase and sale agreements on the domestic market prevail: 77% of passenger cars with mileage were purchased domestically. In quantitative terms, this is 78.4 thousand. The share of imported cars with mileage from abroad increased again and amounted to 23% (23.5 thousand). And this is again the maximum value for newly arrived passenger cars for the past 15 months.

Internal resales

In the domestic market during the 11th month of the current year, Ukrainians concluded 78,400 agreements for the sale of used cars. This is 13.4% more than in November 2022, and 4.7% less than in October 2023.

The largest number of registration transactions on the domestic market was recorded in the city of Kyiv: 12.9 thousand. In second and third places, respectively, are Kyiv and Lviv regions, with a total of 8.6 and 8.2 thousand purchase and sale agreements.

Dnipropetrovsk (4th place, 7.2 thousand) and Odesa (5th place, 7.1 thousand) regions were also included in the Top-5 most active regions in terms of domestic resale of used cars.

​The smallest number of agreements was concluded in regions whose territories are temporarily occupied or where active hostilities are taking place: in Kherson (361 agreements), Luhansk (625 agreements) and Donetsk (1,145 agreements) regions. Chernihiv (2.1 thousand transactions) and Kirovohrad (2.2 thousand transactions) regions were also among the regions with the lowest number of used car sales.

Import of used cars

In November 2023, 23,500 used cars were imported from abroad. This indicator is almost twice as large ( by 49.4%) than in November 2022, and higher than a month earlier — plus 7.7% to the volume of first registrations.

​Like last month, used cars from abroad were most actively registered in Lviv region (3 thousand first registrations), Kyiv city (2.2 thousand) and Kyiv region (1.7 thousand).

Vinnytsia (1.6 thousand) and Rivne (1.4 thousand) oblasts were also among the five most active regions in September.

Kherson (25), Donetsk (109), Luhansk (188), Mykolayiv (242) and Kirovohrad (316) regions registered the fewest "freshly driven" cars.

It is worth noting that the number of imported cars refers to the number of first registrations carried out by service centers of the Ministry of Internal Affairs. Usually, there is a certain amount of time between the delivery of the car, customs clearance and other formalities and the first state registration — from several days to several months. It is known that the so-called "activists" are currently blocking the Polish-Ukrainian border, which has effectively paralyzed the movement of goods by road transport. And despite the stopped aviation, the seaports blocked by the occupiers and the incompatibility of our railway with the European one, road transport is the only way that remains available for the delivery of goods, including cars.

Yuliya Rykovska, CEO of WEST AUTO HUB , at the request of the Auto Market Research Institute, reported that due to the blocking of the border, there is a queue of orders for the delivery of cars from Europe, but it is not easy to bring them. The optimal option for all parties is the use of large trucks, which is practically unavailable now — "trucks" are waiting in line for more than 3 weeks. Small trucks can pass through other checkpoints, but there are long queues even at such checkpoints. In the end, this led to both an increase in delivery time and an increase in the prices of carrier services.

Taking into account these circumstances, it can be assumed that the results for the first registrations in the following periods will be much smaller, and the shortage of "freshly driven" cars will grow. We will publish a section of customs statistics soon, and based on it, it will be possible to track all the consequences of blocking the border on the part of Poland in real time.
