In Ukraine, they propose to cancel the mandatory certification of cars

The corresponding draft law was registered in the Verkhovna Rada by a group of peopleʼs deputies on the initiative of Maryan Zablotskyi. The document, among other things, provides for changes in the vehicle certification procedure. If approved, this procedure will become optional for most imported cars. Experts of the car market research institute studied the draft law and formulated its main provisions.

What is the essence of the changes?

The requirements for environmental standards of vehicles arriving from abroad are established by the Law of Ukraine "On some issues of importation into the customs territory of Ukraine and the first state registration of vehicles".

Today, every imported vehicle with mileage must confirm compliance with the requirements of technical regulations. For this, you need to go through the certification procedure. It is carried out by special testing laboratories, and designated bodies for the certification of wheeled vehicles (in Ukraine today there are 15 of these)  issue a confirming document — a certificate of conformity. The market value of such a service is from UAH 2,500 for passenger cars.

The draft law submitted by peopleʼs deputies proposes to recognize not only certificates of conformity issued by Ukrainian organizations, but also other documents issued in the countries of the European Union, including by the manufacturers of these vehicles or their authorized representatives in Ukraine. Documents received in Russia and Belarus will not be recognized.

At most, we are not talking about a certificate of conformity — for the registration of all types of vehicles (including mechanical and self-propelled, special and agricultural machinery), it is enough to provide registration and ownership documents. It will not be necessary to go through additional procedures or receive other documents.

What will it look like in practice?

Mandatory car certification is effectively abolished for most vehicles. Instead, it will be sufficient to provide a registration certificate and a sales contract. That is, it will be necessary to certify only those vehicles for which there are no registration documents — for example, some "written off" cars from the USA.

However, the requirements for environmental standards remain : not lower than Euro-2 for cars and not lower than Euro-5 for trucks and buses. And after customs clearance of the car, during registration at the Service Center of the Ministry of Internal Affairs, the class of the environmental standard "Euro" must be indicated in the registration certificate.

Usually, this information is indicated in the foreign registration certificate — then it will be taken into account, the car will be cleared through customs and transferred to Ukrainian documents. If there is no environmental standard in the foreign "brief", a foreign certificate of conformity from the manufacturer or an official representative in Ukraine will be useful. If there are no such documents, you can get help from a specialized organization based on the VIN code. The market value of such a service today is about 400 hryvnias.

What impact will the changes have on the market?

The co-author of the draft law, Peopleʼs Deputy Maryan Zablotsky, believes that the changes will allow Ukrainians to save tens of millions of dollars, which currently do not go to the state budget, but are paid to private companies.

The Institute for Car Market Research says that if the draft law is adopted, the changes will affect everyone who brings used vehicles from abroad — both cars and trucks, buses and special equipment. 500,000 of them are imported every year.

The cancellation of mandatory certification will simplify customs clearance and car registration procedures, reduce their time, and also reduce the total cost of used vehicles from abroad in Ukraine by at least $100-200. This may contribute to a certain increase in the number of imported cars with mileage.

Since the certification procedure today does not involve a detailed inspection of the technical condition of cars, its cancellation will not affect road safety. And in order to prevent the operation of defective cars, the European experience can be introduced in Ukraine — regular technical inspection according to the standards of the European Union, according to the Institute of Car Market Research.
