The Institute for Car Market Research has studied data on the registration of transactions with passenger cars and is ready to share the results: how many used passenger cars were purchased in which regions of Ukraine on the domestic market, and the first registrations of used, imported and new cars were made.
Domestic market
In September 2025, a total of 72.4 thousand purchase and sale agreements for passenger cars were registered by the service centers of the Ministry of Internal Affairs. The largest number, and, accordingly, the share here, in transactions that do not have a regional characteristic, were carried out remotely using the Diya application. Almost a quarter of sellers and buyers used this state service, namely 24.8%
Even with the location, the largest share is in the capital — 12%. Also among the leaders of the domestic passenger car market are Dnipropetrovsk (6.9%) and Odesa (5.3%) regions;
The smallest number of resales was recorded in Donetsk and Kherson regions — this is due to the proximity to hostilities and the temporary occupation of part of the territories of these regions. It is also worth noting that there is still no data from Luhansk region and, therefore, Crimea.

First registrations of imported cars
According to the results of last month, for the first time, Ukrainian documents and license plates were issued for 22.7 thousand used cars that arrived in our country from abroad and passed customs clearance and first registration.

The largest number of "freshly imported" cars was submitted for first registration in the Lviv region (13.3%) — which can be explained by the proximity to the border with Poland and the presence in the region of a significant number of businesses that sell cars both from Europe and now from other countries — the USA, China or Korea, since instead of Odessa, cars now arrive by sea to European ports, from where they often continue to the Lviv region.
The city of Kyiv (13.2%) is not far behind the leader — a significant population is the basis for stable demand for motor vehicles, including new arrivals. The gap between the following regions from the two leaders is significant — more than twice.
The lowest demand for cars from abroad was in Donetsk and Kherson regions, due to the reasons mentioned in the previous section.

New cars
In August 2025, Ukrainians and local enterprises purchased 6.2 thousand new passenger cars. Almost 42% of this volume fell on the capital — there are the most buyers of new passenger cars. But not only this affects such statistical results — Kyiv also has a large number of car dealerships and leasing companies that can register cars locally, but in fact this car can be operated elsewhere.
Also among the leaders were Dnipropetrovsk region (7.6%) and Kyiv region (6.4%). Odesa and Lviv regions also had similar results.

The lowest activity in new car registrations, for already known reasons, was recorded in the Kherson and Donetsk regions.
Conclusion: the market in September was differentiated: sales of new cars were financially concentrated in large cities with a population of millions. Imports of used cars were evenly distributed between Western logistics and the Kyiv financial center. The universal trend was the mass use of the state application Diya, which became the most powerful driver of domestic resales.
