More expensive than now: details of a new bill on car customs clearance

It has become known which bill on car customs clearance will be discussed at tomorrowʼs working group.

  • The cost of payments will continue to depend on the age of the car: the older, the more expensive. From 30% of the cost for a new car and up to 188% for a 16-year-old.
  • It is proposed to replace all existing taxes when importing cars with a single one, which will be calculated according to a special formula.
  • The tax base — ie the amount from which the new single payment will be calculated — will be the cost of this car model in the year of manufacture, multiplied by a factor that depends on age. The coefficients are listed in the table.

For example, the tax base for the 2005 Skoda Octavia, which cost 30,000 euros a new one, would be: 30,000 * 0.06 = 1,950 euros. But this is not the final cost of customs clearance! Determine the price of the car at the time of manufacture will be based on the manufacturerʼs data, and the procedure must be established by the Cabinet.

To obtain the final cost of customs clearance, the amount received in the previous paragraph must be multiplied by another factor. It will also depend on age: the older the car — the higher the ratio. For our 2005 Skoda it will look like this: 1950 * 1.77 = 3450 euros! It is even more expensive than now.

As can be seen in the diagram developed by the authors of the bill — on cars aged 10 years, taxes will actually be prohibited. It will not make any sense to clear such cars at new rates — it is simply economically unprofitable.

In the case of the adoption of such a customs clearance mechanism, not that the problem of "Eurobills" will not be solved — there will be a decline in car imports and the search for new schemes.

The advantage of this approach is called solving the problem of determining the customs value: the decision will be made not by the customs officer, but by the calculation formula. However, what method of determining the value of the car at the time of manufacture will determine the Cabinet? And what if you canʼt get data from the manufacturer? Too many unanswered questions.

And finally — the cherry on the cake. The bill stipulates that if you bought a car at auction, you can confirm the value with information from the auction. Hello schemes: now we will have hundreds of online auctions, which will sell Maybachs for 1,000 euros.
