More information for buyers: The Cabinet of Ministers has introduced new rules for sellers of new cars

Resolution of the Cabinet of Ministers of Ukraine No. 1182 of September 25, 2025 makes significant changes to the Procedure for Trade in Vehicles, implementing Directive 1999/94/EC. The changes oblige sellers of new passenger cars (category M1) to provide buyers with comprehensive and standardized information on official specific fuel consumption and CO2 emissions.

The aforementioned Resolution No. 1182 amends Resolution No. 1200 of the Cabinet of Ministers of Ukraine of 2009, which regulates trade in vehicles. The Ministry of Community and Territorial Development is designated as the key implementing element, which is obliged to ensure:

  • Creation and maintenance of a guide to specific fuel consumption and specific CO2 emissions for all new passenger cars.
  • Annual update of the directory (no later than March 31 ).
  • Posting the guide on your official website.

This should create a centralized official database that will be the basis for informing consumers.

The regulatory act details key terms, ensuring the unambiguous application of the rules:

  • New passenger car: A vehicle of category M1 that is registered in Ukraine for the first time, has not been registered in other states and has a total land mileage of up to 6,000 kilometers (by analogy with the PKU).
  • Official fuel consumption and CO2 emissions: These values ​​must be determined during the type approval of the passenger car and stated in the relevant type or conformity certificate.
  • Important: If several variants and/or versions are grouped under one model, the official model figure will be the highest fuel consumption and CO2 emissions figure in that group. This ensures that the buyer is provided with the “worst case” official scenario.
  • Data accuracy: Fuel consumption is stated in l/100 km with an accuracy of at least one decimal place, and CO2 emissions are stated in g/km with an accuracy of up to the nearest whole number.

The document establishes clear requirements for business entities regarding methods of informing consumers:

Vehicle Label

  • Mandatory: Placed on the vehicle or at a distance of no more than 1 meter from it in a visible place.
  • Format: Size 297×210 mm ( A4 ).
  • Content: In addition to numerical indicators, the label must contain mandatory warning texts :
  1. Text about free access to the electronic directory (with website information).
  2. Information that driving style and other factors unrelated to design play an important role in shaping actual fuel consumption and CO2​.
  3. A mention that CO2 is the main greenhouse gas that has the greatest impact on global warming.

Poster or electronic display

  • Function: Visual comparison of all models of the same brand offered for sale. The display must be constantly on.
  • Size: poster: minimum 70×50 cm; display: minimum 25×32 cm.
  • Data structure: models should be grouped separately by fuel type and arranged in ascending order of specific CO2 emissions (the most economical model at the top of the list).
  • Updates: information on the poster is updated at least once every six months, on the electronic display — at least once every three months.

Promotional materials

  • Promotional materials (brochures, advertisements, posters) must contain official fuel and CO2 data.
  • This information should be in an easily accessible and understandable visual form and no less prominent than the main part of the information.
  • The use of any signs, symbols or inscriptions relating to fuel consumption or CO2 emissions that may mislead potential consumers is prohibited.

Additional information from the guide and recommendations for buyers

The regulation also details the content of the electronic guide, which expands the information provided in salons. The guide must contain:

  • List of the ten most energy-efficient (economical) models, ranked in order of increasing CO2 emissions for each type of fuel.
  • Advice to drivers on fuel-efficient driving (correct tire pressure, anticipatory braking, avoiding excess weight, etc.).
  • Explaining the consequences of greenhouse gas emissions and the impact of cars on climate change.
  • Reference to Ukraineʼs international obligations regarding the average level of specific CO2 emissions.

When will these changes be visible?

The described changes will come into force 9 months after their publication, that is, in the summer of next year. Although this does not prevent car dealerships from now providing information to buyers in the format stipulated by the Cabinet of Ministersʼ Resolution.
