New initiatives from the Ministry of Internal Affairs: what will change for motorists?

The Ministry of Internal Affairs of Ukraine has announced several innovations that were previously described on the pages of the IDA. The changes concern the delivery of driverʼs licenses, the possibility of re-registering a car through the Diya, and the simplification of a number of procedures. Ostap Novytsky, co-founder of the Institute for Research on the Auto Market, spoke about all this for the program "In essence" with host Leyla Mamedova on Radio Kyiv.

Choose who will deliver your documents

Currently, delivery of driver’s licenses or license plates is carried out exclusively through Ukrposhta. In 6 months, when these changes come into effect, you will be able to choose who will deliver your documents if alternative operators enter into agreements with the Ministry of Internal Affairs. As Ostap Novytskyi explains:

" There is hope that when other operators join, the rates for this service may decrease. Currently, document delivery costs almost 300 hryvnias, while regular postal services cost 60–80 hryvnias . "

In addition, you can order a replacement driverʼs license through Diya, which eliminates the need to go to a service center. However, the car re-registration function through the app is temporarily unavailable.

" This service should have worked, but due to technical issues it was temporarily disabled. We hope that everything will be restored in the near future , " commented Novytsky.

New rules for deregistration of cars

If you are temporarily not using your car, you can now deregister it by contacting a service center. This will cost approximately 1,200 hryvnias. If you want to keep your license plates, you will need to pay an additional 325 hryvnias per month for their storage. As a result, a year of such “downtime” will cost a tidy sum — up to 7,000 hryvnias. Novitsky explained:

" Such costs call into question the practical feasibility of this service. In many cases, it may be easier to use a taxi or public transport than to deregister a car . "

He also noted that short-term insurance, which can be taken out for a car in a "free zone", is also not always profitable:

" The minimum price of insurance on transit numbers is 750 UAH for 15 days, and from 1,000 UAH per month. If you add up all the costs, it is often cheaper not to use this option at all . "

Why should you replace your old driverʼs license?

Among the comments and questions that most often came to Radio Kyiv, there were many that concerned driverʼs "rights", that is, driverʼs licenses. In particular, regarding old-style documents (issued before 2013). Although they are valid, it is better to replace them. Modern plastic documents have several advantages: they are reflected in the Act and are suitable for use abroad.

" It is definitely worth changing old IDs to avoid problems. Some countries already do not recognize laminated documents, especially if they cannot be verified in electronic registers ," said Novytsky.

The approximate cost of replacement is 572 hryvnias, and the process takes only one day. This is not only convenient, but also protects against possible troubles while traveling.

Conclusions

The Ministry of Internal Affairsʼ initiatives aim to make certain services more convenient and accessible. However, not all innovations may be economically beneficial for car owners.

As Ostap Novitsky noted:

" These changes are a step forward, but each car owner should evaluate whether they will really help save money in a specific situation . "
