Service centers of the Ministry of Internal Affairs have resumed re-registration of vehicles
From January 21, 2025, registration services for vehicles related to a change of owner have been resumed at the service centers of the Ministry of Internal Affairs, the press service of the State Registration Center of the Ministry of Internal Affairs reports .
Service at the service centers of the Ministry of Internal Affairs is provided by prior appointment. Coupons are available on the website of the Main Service Center of the Ministry of Internal Affairs in the E-appointment section.
Pre-registration in E-record to receive services from the Ministry of Internal Affairs service centers
To receive a pre-registration coupon, you must first go through authorization. This is done using: an electronic signature, BankID or Diya.Pydpisu. Next, you select the necessary service, a convenient territorial service center of the Ministry of Internal Affairs, and the date and time of receiving the service.
If you are unable to complete the authorization process, you should try again later. Due to high demand and overload, the E-record system and the website of the Main Service Center of the Ministry of Internal Affairs may experience temporary failures. The specialists of the Main Service Center are monitoring the situation so that in case of technical malfunctions, the causes can be eliminated as soon as possible.
The E-registration coupon is individual, so it is prohibited to transfer it to third parties. To avoid abuse of pre-registration coupons, there is a limit on the number of coupons received. During the month, one person can receive 4 coupons online.
You can also register at the terminal, which is located directly in the service center. Coupons are generated on the day of the application and 2 days in advance. Registration at the terminal is carried out no later than one hour before the end of the working day of the Ministry of Internal Affairs service center.
Re-registration of vehicles in Action
You can also re-register a vehicle online through the Diya application. The service is available for cars, motorcycles, and mopeds. Only individuals can conclude a purchase and sale agreement online.
Algorithm for receiving services through Diya. The seller needs to log in to the Diya application, generate a QR code and share it with the buyer. Next, the person who wants to purchase a vehicle must perform the following actions:
- keep the existing license plate or reserve a new one with a special DI series;
- when ordering a new license plate, choose a paid or free combination;
- choose the type of vehicle registration certificate: electronic or made on a plastic form;
- indicate the Ukrposhta branch to obtain license plates and a vehicle registration certificate;
- confirm the correctness of the entered data;
- pay for the service.
Further, information about the seller, buyer and car is automatically checked using the Unified State Register of Vehicles. If the car is wanted, has restrictions or encumbrances, the contract is not concluded. The system will automatically generate a message about this.
After a successful check, a purchase and sale agreement is formed, which is signed by the buyer and seller using Action.Signature. The signed documents are sent to the service center of the Ministry of Internal Affairs. The administrator fixes the selected license plates and prints a registration certificate for the new owner. The employee of the SE "INFOTECH" transfers the finished package of documents to Ukrposhta. And the postal operator sends it to the address specified by the customer.
The Main Service Center of the Ministry of Internal Affairs draws attention to the fact that the purchase and sale agreement is filled out within 24 hours from the beginning of its formation. It is possible to cancel it only before signing. We also emphasize that the Diya application is available only for the first car sale during the current year.
Recall that re-registration services were unavailable for exactly a month — from December 20, 2024 to January 20, 2025 due to a hacker attack on Ukrainian state registers.
