Experts of the Car Market Research Institute analyzed the statistics of registration operations in November 2024 and determined the state of affairs on the used car market in Ukraine.
During November, a total of 84,600 of the first registrations and sales agreements within the country concluded for used passenger cars. This is 16.9% less than in the same month of last year 2023, and 16.2% less than in October 2024.
Purchase and sale agreements on the domestic market predominate: 82.2% of passenger cars with mileage were purchased domestically. In quantitative terms, this is 69.5 thousand. The share of imported cars with mileage from abroad amounted to 17.8%, or 15 thousand.
Internal resales
On the domestic market during November, service centers of the Ministry of Internal Affairs registered 69,500 agreements for the purchase and sale of used cars. This is 11.3% less than in November 2023, and also 17.6% less than in October 2024.
The largest number of registration transactions on the domestic market traditionally took place in the Kyiv region (15.9 thousand) and the city of Kyiv (8.6 thousand). Dnipropetrovsk region is also in the top three for resales with a total of 5,200. purchase and sale agreements.
After a noticeable quantitative jump in May, which, we will remind, was caused by the "boom of registrations" of cars, the volumes on the market have normalized, but it is noticeable that the number of resold cars is getting smaller every month. It is clear that there are circumstances for this, which can be attributed to the general deterioration of the economic situation in the country, as well as the fact that in connection with the change in the principles of taxation of sales of used cars (an official assessment of the value of the vehicle is required, which excludes options for sale for 1 hryvnia), part of the secondary domestic market went into the "shadow" (powers of attorney, transfer of "technical passport", etc.), since the volume of TK donations increased again (at accustomed values of about 200...300 cars/month, now we have 3.1 thousand). It is possible that in order to "distribute" cars to relatives, so that each subsequent sale is the first (tax-free).
Import of used cars
In November 2024, 15,100 used cars imported from abroad were submitted for first registration. This indicator is 35.7% lower than in November 2023, and also lower than the month before — by 9.4%.
And in general, this is still the smallest number of newly arrived cars recorded in 12 months.

Like last month, the most actively registered used cars imported from abroad were in Lviv Oblast (2,000 first registrations), Kyiv (1,900) and Rivne Oblast (1,000).
It is worth noting that the number of imported cars refers to the number of first registrations carried out by service centers of the Ministry of Internal Affairs. Usually, there is a certain amount of time between the delivery of the car, customs clearance, completion of other formalities and the first state registration — from several days to several months.
