Used cars: from which countries are they transported and at which customs are they processed?

The period from April to June was the most active in the import of used cars from abroad. Most of the cars were brought from the countries of the European Union. However, after the cancellation of the so-called "zero" customs clearance, the situation changed. Experts of the Institute of Car Market Research analyzed the statistics import of vehicles in Ukraine and determined from which countries Ukrainians most import passenger cars with mileage today, through which checkpoints they import, and at which customs they are processed.

Cars from America again make up the majority of imports

From July to September, that is, since customs payments were returned, Ukrainians imported 41,200 used cars with mileage. Of them, 51.5% (21.2 thousand) were brought from America. Thus, after the record figures in April-June, when cars from Europe accounted for 91% of the total number of imports and, accordingly, the worst figures of "Americans" (4.8% of the total number), the situation on the market changed radically in favor of the latter. Ukrainians again began to actively import cars from the USA. This happened, among other things, due to the adjustment of logistics: the business was reconfigured to deliver cars from the USA through European ports. Delivery terms and cost became clear and predictable.

Passenger cars are imported from EU countries, but much less than before: in September, there were only 6,100 of them. There are several reasons for this, the Institute of Car Market Research explains. Firstly, many "Europeans" entered the market during the period of so-called "zero" customs clearance, these machines make up a significant amount on the domestic market. Secondly, the current rates of customs payments, currency exchange rates and the increase in the price of cars abroad make buying a used car in Europe unprofitable: the total cost of a turnkey car will be more expensive than buying a similar model in Ukraine.

The main suppliers of cars with mileage during July-September were the USA (38.4%, 20.9 thousand), Poland (21.6%, 11.8 thousand) and Germany (11.7%, 6.4 thousand). ). For comparison, in April-June the rating looked completely different: the leaders were Poland ( 34.1%, 95.8 thousand), Germany ( 25.4%, 71.4 thousand) and Lithuania ( 11.5%, 32.3 thousand).

Through which checkpoints are used cars delivered

During July-September 2022, most used cars were brought through checkpoints in the Lviv and Volyn regions. The leaders were the " Sheghini-Medika " checkpoint (Lviv region, 13,478 units), the " Ustylug-Zosyn " checkpoint (Volyn region, 9,018 units) and the " Porubne-Siret " checkpoint (Chernivtsk region, 2,748 units). ).

For comparison, before the start of the full-scale invasion, during January-February 2022, in the list of the 10 most popular checkpoints for importing used cars, four were maritime. After the start of a full-scale war and the temporary blocking of seaports, traffic flows changed: the only "gates" for importing cars from both Europe and America became checkpoints with EU countries and Moldova. Cars from the USA arrive at seaports in Europe, and then transit through EU countries to Ukraine. This happens not only with cars, so it is not surprising that in the first months after the start of a full-scale war, the load at checkpoints increased and queues at borders increased.

Where the most cars with mileage are registered

During July-September, the most used passenger cars underwent customs clearance at the Customs Office No. 2 of the Horodok customs post ( 20.3%, 11,000 units). In second place was WMO No. 1 of the customs post "Rivne" ( 8.2%, 4.5 thousand units), and in third place was WMO No. 4 of the customs post "Horodok" ( 7.9%, 4.3 thousand units). pc.). It is immediately noticeable that seaports have disappeared from the list compared to January-February — for example, at the beginning of the year, the first place in terms of the number of registered used cars from abroad was WMO No. 1 of the customs post "Odesa-automobile".

In general, the majority of cars with mileage during July-September passed customs clearance at the customs terminals of Lviv (38.9%), Volyn (12.7%), Rivne (11.1%), Ivano-Frankivsk (6.7%) and Odesa (5.4%) oblasts. It is interesting that in this rating, Kyiv and the Kyiv region occupy only 2.7% of the total number, but in the rating of newly registered "freshly driven" passenger cars, they make up 14.2% of the total number. That is, most of the cars that were registered to the end consumer (owner) in Kyiv and the region were cleared by customs in other regions of Ukraine and delivered there only for the first registration at the Service Centers of the Ministry of Internal Affairs.
