Experts of the Institute of Car Market Research analyzed the statistics of registration operations in August 2024 and determined the state of affairs on the used car market in Ukraine.
During August, a total of 117,900 first registrations and sales agreements within the country were recorded for used passenger cars. This is 1.8% more than in the same period last year in 2023, and 6.7% less than in July 2024.
Purchase and sale agreements on the domestic market predominate: 76.8% of passenger cars with mileage were purchased domestically. In quantitative terms, this is 90.6 thousand. The share of imported cars with mileage from abroad amounted to 23.2%, or 27.3 thousand.
Internal resales
On the domestic market during August, service centers of the Ministry of Internal Affairs registered 90,600 agreements for the sale of used cars. This is 3.9% less than in August 2023, and also 14% less than in July 2024. After recent statistical "jumps" caused by the "rewriting" of motor vehicles in connection with the acquisition of new rules for the mobilization of cars from private owners, the volume of re-registrations has finally returned to the usual values.

The largest number of registration operations on the domestic market traditionally took place in the Kyiv region (22.6 thousand) and the city of Kyiv (12.7 thousand). The Lviv region is also in the top three for resales with a total of 8,500 sales and purchase agreements.
Import of used cars
In August 2024 , 27,300 used cars imported from abroad were submitted for first registration. This indicator is 26.8% higher than it was in August 2023, and also significantly higher than it was a month earlier — by 34.3%. In general, these volumes are record-breaking, there were more "freshly imported" only in 2022, when the so-called "zero customs clearance" was in effect. However, this time, it was not reduced taxes that encouraged them to import more, but on the contrary, the possibility of their increase (up to 15% of the cost of the car for the first registration), so some dealers and private motorists decided not to take risks and bring cars now, without expecting the introduction of new taxes. By the way, peopleʼs deputies changed their mind about introducing this new collection. Taking into account such fluctuations, it is quite fair to assume that in September the volumes of "enslavement" will be smaller than the statistical average, since a certain potential of this segment was realized in a hurry in August.

Like last month, the most actively registered used cars imported from abroad were in Lviv region (2.8 thousand first registrations), Kyiv city (2.3 thousand) and Kyiv region (1.6 thousand).
It is worth noting that the number of imported cars refers to the number of first registrations carried out by service centers of the Ministry of Internal Affairs. Usually, there is a certain amount of time between the delivery of the car, customs clearance, completion of other formalities and the first state registration — from several days to several months.
