Domestic market — volumes of imports and domestic resales increased. Results of February

Experts of the Car Market Research Institute analyzed the statistics of registration operations in February 2024 and determined the state of affairs on the used car market in Ukraine.

In February, Ukrainians purchased a total of 107,000 used cars. This is 38% more than in the same period of last year 2023, and 4.8% more than in January 2024.

Purchase and sale agreements on the domestic market prevail: 81.4% of passenger cars with mileage were purchased domestically. In quantitative terms, it is 87 thousand. The share of imported cars with mileage from abroad, despite the problems at the borders, which returned again in the form of "activist farmers", increased and amounted to 18.6% (19.9 thousand).

Internal resales

On the domestic market, during the first month of the current year, Ukrainians concluded 87,000 agreements for the sale of used cars. This is 35.2% more than in February 2023, and 3.3% more than in January 2024.

The largest number of registration transactions on the domestic market were recorded in the Kyiv region (18,400) and the city of Kyiv (12,000). In third place is the Lviv Region, with a total of 7,700 purchase and sale agreements.

Dnipropetrovsk (4th place, 7 thousand) and Odesa (5th place, 6.3 thousand) oblasts were also included in the Top-5 most active regions in terms of domestic resale of used cars.

February became the second full calendar place during which the service of remote re-registration of cars in the Diya application or the driverʼs electronic cabinet worked. 10,000 sellers of used cars and almost 400 owners of motorcycles took advantage of this opportunity again. In general, more than 11.5% of car owners used this new service from the state. This time, the share of this method of re-registration is slightly smaller, by 0.5%, due to the overall increase in volumes on the secondary market, while the number of transactions remained at the level of the previous month.

​The smallest number of agreements was concluded in regions whose territories are partially temporarily occupied or where active hostilities are taking place: in Kherson (311 agreements) and Donetsk (164 agreements) regions. Chernihiv (2,024 deals) and Mykolaiv (2,246 deals) oblasts are also among the regions with the lowest number of resales of used cars. Regarding the Luhansk region. — this time there are zeros again in the reports.

Import of used cars

In February 2024 , 19,900 used cars imported from abroad were registered for the first time. This figure is significantly higher ( by 51.5%) than in February 2023, and even higher than a month earlier — on 12%.

​Like last month, used cars from abroad were most actively registered in Lviv region (2.5 thousand first registrations), Kyiv city (2.3 thousand) and Kyiv region (1.6 thousand).

Vinnytsia (1.3 thousand) and Rivne (1.2 thousand) regions were also among the five most active regions in February.

The fewest "freshly driven" cars were registered in Kherson (17), Donetsk (74), Mykolaiv (243), Kirovohrad (295) and Chernihiv (318) regions.

It is worth noting that the number of imported cars refers to the number of first registrations carried out by service centers of the Ministry of Internal Affairs. Usually, there is a certain amount of time between the delivery of the car, customs clearance, completion of other formalities and the first state registration — from several days to several months.

We would like to remind you that male drivers, who are potentially subject to mobilization, are now being thoroughly checked for documents at the borders. This leads to an increase in the waiting time of carriers in queues, and in some cases to the refusal of individual drivers to pass through the border. In addition, the protest movements of the so-called "activist farmers" have resumed, and they are once again creating obstacles for the movement of transport across the Polish-Ukrainian border. These circumstances can potentially have a negative impact on the volume of motor vehicle imports, but so far, even taking into account these factors, the volume of "enforcement" has even increased somewhat.
