Selling a car in Diya works: how to sell a car without a service center of the Ministry of Internal Affairs? Instruction

Mykhailo Fedorov, Minister of Digital Transformation of Ukraine, on December 19 at the Diia.Summit announced the launch of car re-registration in the Diia application in working mode (so far only beta testing of the service for a separate group of users has continued). The service should become available at midnight.

Specialists of the Institute of Car Market Research participated in the testing of this important service for motorists, and are ready to tell how it works in practice, what new opportunities it creates, and what limitations it has.

So, to use the new car sales service in Diya, you first need to have a car officially registered to you. You can sell only a passenger car or a motorcycle or moped. Of course, these vehicles must be "clean" — i.e., without all kinds of encumbrances, arrests, court injunctions and not be wanted. It must also be the first vehicle you sell within the calendar year, meaning you donʼt have to pay additional sales tax on it.

We remind you that the second sale of a car or motorcycle (moped) during the year is subject to a tax of 5% of its appraised value, the third sale — 18%. For trucks, buses, special equipment, tractors, trailers — 5% for the first and second sale, and 18% for the third and all subsequent ones.

  • In the "services" section of the Diya application, select the "Sell a vehicle" item.
  • Choose from the list the TK that you plan to sell (if there are several of them).
  • Specify the cost of the vehicle
  • Enter your contact details — phone number and email
  • On the next screen, you familiarize yourself with the draft contract, check whether all the data are entered correctly. If so, press the "confirm" button
  • One step remains — to get confirmation from the buyer. For which he can use the QR code generated in your application, or you can send him an email link.

From the buyerʼs side, everything happens in the same way as from the sellerʼs side — choosing a service, entering the necessary data and checking them, signing the sales contract.

It is also worth noting that when reselling a passenger car from 15.06.2023, obtaining an expert opinion has become optional. However, for buyers who want to make sure that the number plates on the car are not fake, an expert inspection is available for a fee, and the opinion is valid for 10 days.

About license plates: according to the current rules, the buyer can keep the license plates of the previous owner (except for paid combinations), accordingly, he will not have to contact the MIA service center to get new plates and pay for their production. When the license plate changes, you can get it at the Center of the Ministry of Internal Affairs, or order delivery by Ukrposhta.

We remind you that for cars sold remotely, new series are provided — ED, DC — issued through the driverʼs electronic cabinet, DI, PD — issued through the Diya application.

About the registration certificate: within Ukraine, drivers can only use the electronic vehicle registration certificate. After the re-registration of the car in Diya, among the buyerʼs documents, the registration number should already appear for the new owner, and with the assigned number plate. If you need a plastic document, then you should apply for its production at the service center of the Ministry of Internal Affairs or order its delivery by Ukrposhta.

Mykhailo Fedorov also announced that work is underway on updated versions of draft laws, which are necessary for the launch of another service — "customs clearance in a smartphone".
